I don't think that limited maintainership in xen.git is an issue. If I look at the process, it states that a) A committer needs to nominate the candidate - tick b) A private election amongst committers of the project must be held using a voting form created by me, and then there will be a formal vote. If Konrad agrees, that he would be willing to be a committer, I will set up a form and formal vote. I would do this tomorrow.
