I confirm this is an issue. I will make sure this is fixed in v2.

My current plan is to modify drivers/nvmem/layouts/Makefile:
-obj-y += fixed-layout.o
+obj-$(CONFIG_NVMEM_LAYOUTS) += fixed-layout.o
