There are some configs upgrades from m to y, e.g.
Value of CONFIG_NET_SCH_NETEM is redefined by fragment ./tools/testing/selftests/net/config:
Previous value: CONFIG_NET_SCH_NETEM=m
New value: CONFIG_NET_SCH_NETEM=y
