I feel keeping VMX_MISC_PREEMPTION_TIMER_RATE_MASK is clearer than
GENMASK_ULL(4, 0), and the former improves code readability.
May not need to drop VMX_MISC_PREEMPTION_TIMER_RATE_MASK?
