Thanks for this patch.

Ideally, it would be split in a 3-patch series:

  - introduce the common directory and use it for unleashed
  - introduce the hash check for unleashed [0]
  - introduce the new unmatched

[0] we now require that new or updated defconfig files do force checking
hashes on the downloaded materials. See for example commits 9eb7eb456a6a
or c1554df688cb for some hint on how to do that.

Could you look into that and respin an updated patchset, please?
