In v5, I split it into two patches and kept your Reviewed-by:
 - iommu/arm-smmu-v3: Skip EVTQ/PRIQ setup in kdump kernel
 - iommu/arm-smmu-v3: Suppress EVTQ/PRIQ events in kdump kernel
