This was intended to support SCX_OPS_ALWAYS_ENQ_IMMED. A blocked donor is
inserted into a local DSQ, but if the donor can't run immediately, it goes back
to ops.enqueue() when ENQ_IMMED is set. Maybe we can move this condition in the
main SCX_ENQ_REENQ block at the top (explaining this special case with proxy
exec)?
