Below is rough sketch of what I was thinking. We can also probably rip
out EXEC_QUEUE_FLAG_PERMANENT then too. We'd also need solid
explaination how why xe_pm_runtime_get_noresume doesn't work if device
is unplugged, as that part it unclear to me too.
