I spent some time thinking how to avoid the apparent chicken-and-egg problem of needing
gpu features in order to start the gpu, but also needing the clocks enabled so that I could
poke feature registers. In the end, I left the same gpu_init sequence as before, but
implemented runtime_resume the Panthor way, ie, only when the device is fully initialised
the whole gpu reset sequence takes place in PM resume.
