chtls was removed, but inline_crypto still exists

So the entry shouldn't be removed.
(otoh, the rest of the inline_crypto driver seems as well maintained
as the chtls part was, so maybe it should go away, where "it" can be
either the MAINTAINERS entry or the driver)
