shining LEDs (now in 4K scenarios)

I suspect that in kernel 4.19 power limit decreased in 4 times on Vega GPU
I remember that earlier in the GPU bound scenarios all LED are shining. Now I
have never seen more than two LEDs shining at the same time even when GPU is
100% loaded (I see this by HUD monitoring)
I even forgot when I heard last time when turbine roared.

>From the point of view of audio comfort, this is all great, but the feeling
that video card was became weaker does not leave me, and it upsets.
Unfortunately, I have nothing to compare I don't like use old kernels because
they have a lot of not fixed old bugs.
