Hardware: AMD R9 290, Intel Haswell Software: Kernel 4.18.19, latest libdrm, current mesa repo source, llvm 8 f= rom their site's repo for debian sid. tl;dr: In any case, there appears to be inconsistent behavior on results of separable shaders being used or not when the same methods seem to work on Windows.
