i40e completely ignores flow rule transfer attribute prio to 22.11-rc1
It is bad to ignore since transfer rule will be incorrectly treated as
non-transfer.
In fact it ignores it after 22.11-rc1 as well, but since ingress is prohibited
with transfer in 22.11-rc1 flow rule insertion fails anyway because of missing
ingress attribute set which is required in ice flow rules.
