Blacklisting radeon makes suspend work. I use custom build kernel in Gentoo.
For me this is a regression from 4.4, where the same config worked.
Additionally (might be related?) in 4.5 external radeon card does not switch
off automatically when not used, I have now to
echo 'auto' > '/sys/bus/pci/devices/0000:01:00.0/power/control'
to turn it off.
BTW, When it is turned off, lspci shows:
# lspci -s 01:00 -v
01:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI]
Neptune XT [Radeon HD 8970M] (rev ff) (prog-if ff)
        !!! Unknown header type 7f
        Kernel driver in use: radeon
        Kernel modules: radeon
