We currently accept either a DPDK tarball with sources or a git refspec. Both
of these approaches result in DTS compiling DPDK on the SUT node.
What we're missing is accepting a pre-compiled DPDK tree. In that case, we
won't do any compilation on the SUT node, we'll just copy the DPDK tree to the
SUT node.
