The performance of L3FWD has decreased by 20% on Ubuntu 24.04, which is normal
on Ubuntu 22.04.
[Environment]
DPDK version: 24.07.0-rc0
OS: Ubuntu 24.04 LTS (Noble Numbat); 6.8.0-31-generic
Compiler: gcc version 13.2.0
Hardware platform: Intel(R) Xeon(R) Platinum 8380 CPU @ 2.30GHz
NIC hardware: E810-CQDA2
Steps to reproduce
1. Bind 1 port to vfio-pci driver:
dpdk-devbind.py --force --bind=vfio-pci 0000:31:00.0
2.Start L3FWD as the following command:
dpdk-l3fwd -l 5-8 -n 8 --force-max-simd-bitwidth=512 -- -p 0x1 --config
'(0,0,5),(0,1,6),(0,2,7),(0,3,8)' --tx-queue-size 2048 --rx-queue-size 2048
3.Start transmitting traffic from ixia.
transmit rate: 100%
frame size: 64
IP/fixed dst, ramdom src
4.Actual Result.

| 4C/4Q | 64 | 90 Mpps
5.Expected Result.
it's passed on Ubuntu 22.04 (Kernel: 5.15.0-102-generic)
