Currently, if the testsuite writer omits a @requires{some topology} from their
testsuites or testcases, the framework enforces a default behavior of requires
2 links. Most testcases do/will only require 1 link, so it is more reasonable
to make this the default behavior.
Another solution would be to force all testsuites/testcases without a topology
decorator to SKIP, but I want to reduce barriers to getting a testsuite online
quickly, not add more barriers, so I don't really want to do that.
