On Windows I can increase the power limit to +50% (150%) in wattman. On Linux
for some reason I can only set it lower than the stock value. Any attempts to
write a value that's bigger than the stock one into power1_cap fail with
"Invalid argument":

# echo 320000000 >power1_cap
-bash: echo: write error: Invalid argument
