I face this same issue.
I am using ryzen 5 5500u with vega7 
kernel version: 6.8.9

cat /sys/class/drm/card1/device/pp_dpm_mclk
0: 400Mhz
1: 800Mhz
2: 1200Mhz *
3: 1333Mhz

the mclk is always sticking to 1200Mhz
