The issue that was reported here was solved by adding handlers for
suspend/resume events https://bugzilla.kernel.org/show_bug.cgi?id=215938
These handlers has been removed with this commit
https://github.com/torvalds/linux/commit/2064543f5ba0d2929e3e9b3a616c3262a57c7925
and I am suffering the same issue again (so scaling frequencies are ignored
after a suspend)
