i219 reset hang patch

We are facing issues (tx hang) with the i219 NIC when used along
with DPDK, mostly at the time of close. Post a close, when the application
comes back up again, the NIC can't receive or transmit packets.

After sending requests to mailing lists and to the maintainer, I ported the
following kernel fix myself and the fix seems to work.
