Mellanox NIC: MCX516A-CDAT


run testpmd with below commands. 
./arm64-armv8a-linuxapp-gcc/app/testpmd -c 0xfffffff8 -n 8 -r 2 -w 0000:01:00.0
 -- -i --nb-cores=1 --burst=64  --rss-ip --txq=1 --rxq=1 --mbcache=512
--rxd=1024 --txd=1024


Comparing with DPDK 19.08, at testpmd fwd io (default) mode, the single core
throughput (pps) dropped about ~9%.
