Per the 2012 LPC RT Microconference discussions, add a README (not necessarily
of that name) similar to Documentation/stable_kernel_rules.txt describing the
process of getting patches into the stable kernel trees, including which lists
to use, any tagging picked up by scripts, etc.
(Notes: This doesn't belong under man-pages, but there aren't any other
components under Documentation... This is also a test of the newly created
PREEMPT_RT Bugzilla Tree, Group, and Whine.)
