With dpdk 19.11.4, it's not anymore possible. Only packets without vlan header are matched. It means that packet having t= he type field in the ethernet header not equal to 0x800 are not matched. But in the RTE_FLOW, the mask of the type field of the Ethernet item is set to 0.
