Found using testpmd with the following command:
dpdk-testpmd -l 1,2 --vdev net_pcap0,rx_pcap=/root/cian/scapy_gen.pcap --
--no-flush-rx

scapy_gen.pcap had 1M packets in it.

The failure results in packets not being received.
