R600: Match sign_extend_inreg to BFE instructions
Some of the tests from Opencv OpenCL have started to fail, for example test
'Arithm/Absdiff.Mat/3'
My system is an Arch Linux with Kernel 3.13.7 and mesa from git at commit
3a8bd97. My card is an AMD HD5470 (AMD CEDAR)
