I think you can use some default module-init-tools functionality.

e.g.: To avoid that the firewire network driver gets loaded before my
network card driver I use a rule like this in /etc/modprobe.conf: 

install eth1394 { /sbin/modprobe ne2k-pci; } ; /sbin/modprobe
--ignore-install eth1394

The above is one line, in case it gets wrapped.
