Various fixups to the Xilinx Interrupt controller following a review
against TRM and RTL descriptions.
Tested as working for microblaze and microblazeel Linux.

Fixed S3ADSP UART interrupt - done first for bisectability
(Now tested as working on s3asdsp design)
