- Use bb.utils.to_boolean() for BB_FETCH_PREMIRRORONLY as RP suggested.
- Use bb.utils.to_boolean() for BB_NO_NETWORK.
- We also need use bb.utils.to_boolean() for oe-core's BB_NO_NETWORK, will
fix it later.
