iptables -t nat -A PREROUTING -d PUBLIC_IP -p icmp -j DNAT --to PRIVATE_IP
iptables -t nat -A POSTROUTING -s PRIVATE_IP -p icmp -j SNAT --to PUBLIC_IP
and if you want packets from source local :
iptables -t nat -A OUTPUT -d PUBLIC_IP -p icmp -j DNAT --to PRIVATE_IP
