For PCI passthrough to HVM (Windows) guests you'll need a VT-d capable 
setup. The P43 chipset does not have the capabilities, so you'll need 
another board or you'll have run PV (i.e. Linux) guests and see if you 
can get drivers for your TV card there (which is very likely).
