I am not sure whether simply pointing to something is valid in legal context. What I am sure however is that your patches are *not* valid, because they point into nothingness. It is neccessary to include the full licences with the source code, even URLs are not ok. Handwaving (even if it is totally clear to you) does not hold up in legal contexts. So the most I could think of is to include a file called GPL-2 and directly point to that file. But still, this is only my personal interpretation.
