I'm new to iproute2, but what I'd do is to put a transparent proxy and use
delay pools in squid to limit bandwidth to http.
At http://www.squid-cache.org/Doc/FAQ/FAQ-19.html#ss19.8 you'll find an
example.

Of course, I'd love to see the solution with iproute2.
