One confusing thing is that the tc command supports one to add another qdis=
c=20
to ingress. Have not yet figured out if this actually can be used for=20
anything.

   tc qdisc add dev eth0 ingress tbf ....
   (or any other qdisc)

is happily accepted but afaict does not seem to have any function..
