If you do this :
1:1 rate 500k, ceil = 500k
+-1:10 SSH leaf (rate = 20k, ceil = 500k)
\-1:20 other inner node (rate = 480k, ceil = 500k)
You will end up that ssh will have at least 20k, if it's not using that
bandwidth, 1:20 can use it. So ssh has a guaranteed bandwidth of 20k.
