The section in Config.in is > commented out. These are stubs. Jamal had some volunteer who wanted to write H-FSC but the effort vanished AFAIK. H-PFQ can be thought as subset of H-FSC opration so that I'd not expect to be ever done. H-FSC is very good discipline, it is hard to programm correctly.
