the advanced routing & traffic control howto, as well as the htb site,
explain the answer to your query a few times over. check out:
cbq in the howto:
http://lartc.org/HOWTO//cvs/2.4routing/html/lartc.qdisc.classful.html#AEN735
htb in the howto:
http://lartc.org/HOWTO//cvs/2.4routing/html/lartc.qdisc.classful.html#AEN867
htb's home site with lots of docs:
http://luxik.cdi.cz/~devik/qos/htb/
i learned (what i think is) everything i need to know about htb from those
pages, and they even convinced me to build htb into the kernels of a few
machines of mine where i may need bandwidth management options sooner or
later.
good luck.
-tcl.
