Of course, the example given was my mistake. Anyway, consider these two:
Number 1
# Level 2 - Servers Class
$tc class add dev $dev parent $ROOT_CLASS classid $SERVER_CLASS htb \
rate $SERVER_GARAN ceil $SERVER_MAX
$tc filter add dev $dev protocol ip parent $SERVER_CLASS prio $SERVER_PRIO u32 \
match ip dst 192.168.1.0/26 flowid $SERVER_CLASS
# Level 2 - End Servers Class
And number 2:
# Level 2 - Servers Class
