./tc qdisc del dev eth1 root
./tc qdisc add dev eth1 root handle 1: htb default 10
./tc class add dev eth1 parent 1: classid 1:1 htb rate 500kbps ceil 500kbps 

./tc class add dev eth1 parent 1:1 classid 1:2 htb rate 180kbps ceil 
500kbps
./tc class add dev eth1 parent 1:2 classid 1:10 htb rate 150kbps ceil 
500kbps prio 2
./tc class add dev eth1 parent 1:2 classid 1:11 htb rate 30kbps ceil 80kbps 
prio 2
./tc class add dev eth1 parent 1:1 classid 1:12 htb rate 200kbps ceil 
300kbps prio 1
./tc qdisc add dev eth1 parent 1:10 handle 20: pfifo limit 5
./tc qdisc add dev eth1 parent 1:11 handle 30: pfifo limit 5
./tc qdisc add dev eth1 parent 1:12 handle 40: sfq perturb 10
./tc filter add dev eth1 protocol ip parent 1:0 prio 1 u32 match ip sport 
5000 0xffff flowid 1:12

i gave 5000port (it's 1:10)      200kbps and
       21 port (it will be 1:10) 300kbps  with traffic generator.

then, i gave 5000 port 300kpbs , and 21 port still 300kbps..
and I tried to checking the port's  rate with iptraf..

Ofcourse port 5000 rate increased until 290kbps (10kbps less, but it's ok)

the problem is port 21's  rate. It's rate should be 200kbps (because 
another port was not using).
but the port 21 's rate decreased until 132kbps  ..!! 

( 290+ 132 B2  where is rest 78 kbps???  ) 

I changed 

./tc class add dev eth1 parent 1:1 classid 1:2 htb rate 180kbps ceil 
500kbps
./tc class add dev eth1 parent 1:2 class id 1:10 htb rate 150kbps ceil 
500kbps prio 2 

TO 

./tc class add dev eth1 parent 1:1 classid 1:2 htb rate 230kbps ceil 
500kbps
./tc class add dev eth1 parent 1:2 class id 1:10 htb rate 200kbps ceil 
500kbps prio 2 

it didn't work ..21 port's rate decrease below 140kbps..

what is the problem??  anybody knows???
