No, there is no place in /proc to read the statistics on the attached
queuing disciplines, classes, nor the number of packets per class.
The data is, however, available via netlink. See the tc source code in
the kernel and iproute2 package.
There was a discussion on this list (last year) about this very issue.
After that discussion, Pedro Larroy (PiotR) began work on a /proc
interface to these stats. I do not know the status of his undertaking.
