You can know it if you calculate quantum yourself.  Quantum = rate / r2q.  r2q 
is 10 by default.  r2q can be overruled if you add the htb qdisc.  Quantum 
can be overruled if you add the htb class.  And quantum should be > 1500 and 
< 60.000.
