500000 = 500000 byte = 500kilo byte.  So that means that 1 class can send 
500kilobyte before an other class can send something (this is only if they 
are asking for more bandwidth then the rate).  It depends on your link 
bandwidth how long this will take, but in most cases it will take a few 
seconds and that's too long.
If you have a very fast link (100mbit or so), you can use a higher quantum.
