Yes, this is fairly easy. Routing is already built-in (although RH might not turn it 
on by default), you just need to setup IP addresses, routes and perhaps a firewall or 
NAT with iptables.
Squid is a common proxy server to use, and Bind is a popular DNS server.

I'm not sure the easiest way to do this.
You need a kernel that supports the right qdiscs and QoS functionality.
Does anyone know if this is standard with Red Hat 9.0 ?
and then you also need the user-space applications - I would assume there is an RPM 
for these, or some other binary to download.

There is a lot of information about this - most linux computers are used in similar ways.
