This will show you "tc -s qdisc ls"

Can you check to see if you are running with reverse path filtering enabled? 
cat /proc/sys/net/ipv4/conf/eth0
cat /proc/sys/net/ipv4/conf/eth1

And turn it off if it was on:

echo 0 > /proc/sys/net/ipv4/conf/eth0/rp_filter
echo 0 > /proc/sys/net/ipv4/conf/eth1/rp_filter
