Just add one more qdisc

tc qdisc add dev eth1 parent 20:1 tbf rate 2Mbit buffer 30Kb/8 limit 15Kb

tc filter add $DEV parent 20:0 protocol ip prio 100 u32 match ip src \

but it's not active....the bandwidth is still 10Mbit....
Is my config's error?????
