It sounds like the option is working as intended, but does not do what you
hoped it would do.
If you want a better answer, you will probably have to ask on
gcc-bugs@gcc.gnu.org, since I doubt that anyone here has enough g++
expertise to comment on the specifics of what -fpermissive does.
