The only place referring to DATADIR is src/conf.c. Is this correct ? Unfortunately, you can't build shared and static libraries at the same time. See INSTALL for details. And, yes, build alsa-utils after installing alsa-lib. In your case, you'll need to specify --with-alsa-inc-prefix and --with-alsa-prefix for configure of alsa-utils to specify the path of header and lib files of the cross-compiled ALSA lib.
