lockdep, fork: Fix dependency of hardirqs_enabled and softirqs_enabled
The defination of hardirqs_enabled and softirqs_enabled in
task_struct depends on CONFIG_TRACE_IRQFLAGS instead of
CONFIG_PROVE_LOCKING.
