Some clients(e.g., kfd) query sclk/mclk through this function.

Before this patch:
 # /opt/rocm/opencl/bin/clinfo

 Max clock frequency:                           0Mhz

After this patch:
 # /opt/rocm/opencl/bin/clinfo

 Max clock frequency:                           1500Mhz
