The expression caps | HSA_CAP_TRAP_DEBUG_PRECISE_MEMORY_OPERATIONS_SUPPORTED
and caps | HSA_CAP_TRAP_DEBUG_PRECISE_ALU_OPERATIONS_SUPPORTED
are always 1/true regardless of the values of its operand.
